Summary: Mandates cities with populations of 25,000 or more and counties within metropolitan districts to allow development of duplexes, triplexes, quadplexes, cottage clusters, and townhouses in residential zones. Requires cities with populations between 10,000 and 25,000 to permit duplexes on any lot zoned for detached single-family homes.
