Summary: Works with local governments to create local ADU laws. Defines ADUs as apartments on lots with a primary residence, including permanent provisions for sleeping, eating, cooking, and sanitation. Directs localities to adopt ordinances allowing ADUs on residential lots, permits at least one ADU per lot, and prohibits restrictive standards beyond those for primary residences.
