Formal Title: An act to amend Sections 65585, 65852.21, and 66411.7 of the Government Code, relating to land use.

Summary: Aims to reinforce SB 9 by removing local obstructions to housing development. Eliminates the restriction against demolishing more than 25% of existing exterior structural walls for ministerial approval of housing projects. Prohibits local agencies from imposing non-uniform objective zoning, subdivision, or design standards that effectively block SB 9 projects. Mandates a 60-day timeframe for local agencies to approve or deny SB 9 applications, with automatic approval thereafter. Provides the Department of Housing and Community Development (HCD) with oversight and enforcement authority to ensure compliance.
