Formal Title: AN ACT to address California's housing crisis by legalizing the construction of middle-income housing and small multi-family housing developments near jobs and transit
Summary: Mandates ministerial approval for housing developments of no more than 2 units within single-family zones, subject to specific conditions, including prohibitions on demolishing rent-restricted housing, and historic sites. Authorizes local agencies to impose objective standards that do not physically preclude construction of up to 2 units or reduce unit size below 800 square feet. Enables urban lot splits if meeting similar conditions. Exempts these approvals from CEQA. Requires affidavits for owner occupancy of urban lot splits, barring community land trusts or qualified nonprofits.
